Saving Project Quality [HD BizBlog 1.2]

In response to yesterday’s post on defining the terms of a project, Rolf at Evomend had a comment about Quality:

…whenever project managers are under pressure and think they can’t “adjust” any of the Time, Cost or Scope factors, they’re tempted to compromise Quality.

Have you seen this too? Is Quality something that needs to be laid out as a guiding Principle in the initial planning stages? Is Quality something you would be willing to compromise?
